Late Night Assault Leads to Arrest for Hit and Run

On December 21st, 2018 at approximately 11:58 PM, Prescott Police Officers responded to a report of an accident with injury in the 100 block of South Montezuma Street in Prescott. Responding Officers located a 21 year old Prescott Valley resident lying in the roadway. Witnesses told the Officers the man had been struck by a vehicle which had fled the scene.

Officers learned that the 21 year old victim had been involved in an altercation of some type with an unknown individual just prior to the accident. Witnesses relayed to the Officers that the victim had been pushed into the roadway by an unknown male subject who had since left the scene. Witnesses told Officers that as the male victim lay in the street, he was struck by a white Toyota pick-up truck which was traveling northbound on South Montezuma Street. Witnesses said after the truck struck the male victim, the driver proceeded to stop at a red light at Montezuma and Gurley Street. The witnesses attempted to get the driver to stop by banging on the truck; however the male driver left the scene.

Witnesses provided a license plate number to the investigators and a description of the male driver. Officers were able to identify the driver of the vehicle as 63 year old Prescott resident, Charles Fullmer. Both the vehicle and Fullmer were located at a Prescott residence shortly after the incident. Fullmer was interviewed and processed for DUI. He was later booked into the Yavapai County Jail for charges including aggravated assault, leaving the scene of an injury accident, and DUI.

The male victim was flown to a valley area hospital with serious injuries and is still hospitalized. However, his current condition is not known.

Investigators are looking for help from the public regarding information about the initial confrontation between the male victim and the unknown male subject, which occurred on the sidewalk in the 100 block of South Montezuma at approximately 11:55 PM. Witnesses described the clothing worn by the unknown male as a dark sweatshirt, gray pants and a beanie.
